On October 4, 2019, Ministry of National Defense represented by its Plenipotentiary for Acquisition and Implementation of the WISŁA System for the Polish Armed Forces,

Col. Michał MARCINIAK and the Air Force Institute of Technology, represented by the Director Ph.D.D.Sc. Eng. Mirosław Kowalski, prof. ITWL, signed a contract for engineering support in the area of managing technical aspects of the WISŁA system.

This particular agreement is the first in a series of agreements that will focus mainly on supporting the integration of the IBCS (Integrated Battle Command System) with national and allied command, control and communications systems.
The agreement concluded today opens long-term cooperation between the WISŁA program and ITWL. Our expectation is that, like the other NATO countries, a competence center for modern air defense systems should be built on the basis of the institute. We want ITWL knowledge and scientific experience to be in the near future a substantive base for the Ministry of National Defense in this area - said Colonel Marciniak after signing the contract.
The entire process, which culminates in the conclusion of today's contract, was possible thanks to the Minister of National Defense issuing an appropriate decision and allocating funds of approximately 1 million PLN from the budget of the Ministry of National Defense.
The tasks that ITWL received together with today's agreement will be implemented based on already existing knowledge in the field of national and allied command systems. Further tasks are also in the area of the institute's competence, although some of them will have to be supplemented with knowledge from new areas for ITWL. We have the potential and specialists who will be able to meet the expectations of the Ministry of National Defense, and cooperation under such a large and important program will become an impulse for further scientific and research development in new areas - commented ITWL Director after signing.
In the current month, further contracts are planned to define further tasks related to the technical aspects of the implementation process of the WISŁA system into the Armed Forces. Providing constant support and building specific competences in military research centers will constitute a new quality in the implementation of tasks by the Ministry of National Defense, using scientific institutes.
